Starting from January 1, 2025, the fundamental and overarching law in China's energy sector, the Energy Law of the People's Republic of China, will come into effect. This marks an important milestone in the modernization of China's energy governance and a new stage of high-quality development in the energy industry in the new era.
The promulgation of the Energy Law undoubtedly gives wings to the green transformation and development of energy, enhancing the internal driving force of green consumption from three aspects.
One is to clarify the goals and responsibilities of green energy development from an institutional perspective.
The second is to clarify the requirements for the development and utilization of various renewable energy sources such as hydropower, wind and solar energy, biomass energy, ocean energy, geothermal energy, etc., based on different energy types.
The third is to strengthen the technological and institutional guarantees for green energy consumption.
Energy security is crucial to the overall economic and social development. General Secretary Xi Jinping profoundly pointed out that energy security and safety are closely related to the national economy and people's livelihood, and cannot be ignored as the "great things of the country"; Security is the prerequisite for development, and development is the guarantee of security. The continuous promotion of China's energy transformation not only faces strategic risks in energy supply due to the long-term shortage of oil and gas resources, but also operational risks in energy supply due to regional and temporal energy supply and demand shortages.
Emphasize the leading, guiding, and regulating role of energy planning in energy development. Clear requirements are put forward for the safe development of coal, oil and gas, and coal-fired power. We have strengthened and refined the management and implementation of energy reserves and emergency response.
It can be foreseen that with the formal implementation of the Energy Law, the energy industry will undergo a new transformation.
